What Is 40-Year Recertification?

The 40-year recertification is a county Building Recertification Program. In Miami-Dade County, a building must be recertified when it turns 40 and every 10 years after that. Broward County runs a similar program, and some cities start the clock at 30 years. A licensed Florida engineer or architect inspects the building and certifies that it is structurally safe for continued use.

40-Year Recertification Vs. The Milestone Inspection

These two requirements are easy to confuse, and many South Florida buildings need both.

40-Year Recertification

The 40-year recertification is a county program.

Milestone Inspection

The milestone inspection is a statewide requirement created after the 2021 Surfside collapse: condominium and cooperative buildings three stories or taller must have a phase-one milestone inspection by a licensed engineer by the time they reach 30 years of age (25 years if they are within three miles of the coast), then every 10 years.

Plan for Both

In short, the milestone inspection is state law and the 40-year recertification is a local one. If your building sits in Miami-Dade or Broward, plan for both and confirm the exact ages and deadlines with your local building department.

What the Structural Recertification Report Covers

The structural half of a 40-year recertification is a hands-on assessment of the parts of the building that carry load.

On a typical inspection we look at:

  • Concrete and reinforcing steel, including spalling, cracking, and corrosion
  • Elevated slabs, beams, columns, and load-bearing walls
  • Balconies, walkways, railings, and other cantilevered elements
  • The roof structure and any signs of water intrusion or deterioration
  • Parking structures and exposed structural components

After the inspection, we prepare a signed and sealed structural report that states whether the building passes or what repairs are needed before it can. When repairs are required, the 40-year recertification report documents them so your contractor and the county know exactly what has to happen.

Deadlines and What Happens If You Miss One

The county sends a notice when your building is due, and you generally have a set window, often around 90 days, to submit the completed reports. If the reports are late or the building fails and repairs are not made, the county can issue an unsafe-structure notice, levy fines, and in serious cases order the building vacated.

None of that is a place any owner wants to be, so it pays to start the 40-year recertification early rather than waiting for the final notice. Deadlines vary by jurisdiction, so verify yours with the local building department or on the Miami-Dade recertification page.
