When Does Florida Law Mandate Threshold Special Inspections?
Under statutory definitions, any structure meeting the threshold building criteria requires mandatory oversight by a certified Special Inspector:
- Building Height: Structures exceeding three stories or 50 feet in height.
- Assembly Occupancy: Buildings with an assembly occupancy area exceeding 5,000 square feet.
- Occupant Load: Structures designed for an occupant content exceeding 500 persons.

Who Can Legally Perform Threshold Special Inspections in Florida?
General home inspectors and non-certified engineers cannot legally execute or sign off on threshold buildings. Florida law requires the designated professional to be certified as a Special Inspector of Threshold Buildings by the Florida Board of Professional Engineers (FBPE).
